Palworld 1.0 Passive Skills Tier List: Every Passive Ranked for Combat and Base Work

Quick Answers

What is the best passive skill in Palworld 1.0?

Legend is the best all-round passive in Palworld 1.0: +20% Attack, +20% Defense, and +15% Movement Speed with no downside. Musclehead (+30% Attack, -50% Work Speed) is the best pure combat passive, and Artisan (+50% Work Speed) is the best for base workers.

Which passives work for base worker Pals?

Artisan (+50% Work Speed), Serious (+20% Work Speed), and Work Slave (+30% Work Speed, -30% Attack) are the S and A tier base passives. Avoid Musclehead on workers — its -50% Work Speed makes it actively harmful at your production lines.

What are mutation-exclusive passives in Palworld 1.0?

Mutated Pals (about 1% base chance, ~4.8% with Deluxe Vegetable Cake) can roll five exclusive passives unavailable through normal breeding: Chosen One, Prime Specimen, Mana Overflow, Unbreakable, and Rapid Evolution. All five are S-tier in their niche.

Is Lucky worth keeping in 1.0?

Yes — Lucky (+15% Attack, +15% Work Speed) is the best hybrid passive in the game. It is not the strongest at either job, but it is the only passive that boosts both, which makes it perfect for Pals you use for combat and base work.

How This Tier List Was Built

I run a four-base operation — combat squad, production line, breeding farm, and ranch — which means I have brewed through roughly 400 breeding cycles since Palworld 1.0 launched. Every passive on this list has been tested on a Pal doing the actual job: damage passives on my Jetragon during the tower rematches, work passives on the Lv6 Handiwork line, and the weird ones on whatever I could breed them into.

Two ground rules. First, tiers are by job — a passive that is S-tier on a combat Pal can be trash on a worker, and vice versa. Second, I am ranking the passive itself, assuming it is bred in deliberately, not whatever random roll your first Pal happened to carry.

Combat Passive Tier List

TierPassiveEffectNotes
SLegend+20% ATK, +20% DEF, +15% SpeedNo downside, works everywhere. The full triple stat line is untouched by anything else.
SMusclehead+30% ATK, -50% Work SpeedThe biggest raw attack boost in the game. Only put it on Pals that never work.
AFerocious+20% ATKClean second attack passive when Legend is already slotted or reserved.
ABurly Body+20% DEFThe survival pick for squishy high-DPS Pals. My Blazamut stopped getting one-shot on tower attempts.
ADivine Dragon+20% ATKSame numbers as Ferocious; slot whichever you have on hand.
BHooligan+15% ATK, -10% Work SpeedBudget Musclehead. Fine midgame, replace by endgame.
BBrave+10% ATKStarter-tier — keep until it is bred out.
CElemental boosters (Flame Emperor, Earth Emperor, etc.)+20% damage of that elementOnly helps when the moveset actually leverages the element. Most Pal builds spread elements across 3+ types, which dilutes it.
FCoward, Pacifist, BrittleStat penaltiesBreed these out immediately. Coward and Pacifist reduce damage; Brittle cuts defense.

Base Worker Passive Tier List

TierPassiveEffectNotes
SArtisan+50% Work SpeedThe single biggest production multiplier in the game. Every dedicated worker gets it.
SWork Slave+30% Work Speed, -30% ATKStack with Artisan. The attack loss is irrelevant if the Pal never fights.
ASerious+20% Work SpeedThe clean filler while you breed toward the S pair.
ALucky+15% ATK, +15% Work SpeedFor hybrid Pals that both fight and work (Anubis, for example).
BConceited+10% Work Speed, +10% Hunger drainFine early, outclassed later. The food cost is real on a big base.
FSlacker, Musclehead, Coward-30% or -50% Work SpeedSlacker is the worst worker passive in the game. Musclehead workers are a classic beginner mistake.

Mutation-Exclusive Passives (New in 1.0)

The five mutation-exclusive passives are why 1.0 breeding is worth it. All five are S-tier within their niche:

PassiveEffectBest For
Chosen One+25% ATK, +15% DEFCombat — the best non-Legend stat line in the game
Prime Specimen+25% HP, +15% DEFTanks and raid defenders
Mana Overflow+40% Partner-skill charge rateSkill-reliant Pals on your team
Unbreakable+30% DEF, immune to staggerAnything that pulls aggro
Rapid Evolution+30% Work Speed, +15% SpeedThe ultimate worker passive — beats Artisan outright

Mutation odds stay around 1% on a plain Cake, so use Deluxe Vegetable Cake (~4.8%) when you are hunting these. You cannot breed them onto a target directly — you breed the mutation first, then use the mutated Pal as a parent for the next generation.

The Four-Passive Builds I Actually Run

Combat striker: Legend + Musclehead + Ferocious + Burly Body. Maximum damage with just enough defense to survive endgame swaps.

Pure worker: Artisan + Work Slave + Serious + Lucky. +165% total Work Speed with zero meaningful downside.

Hybrid (Anubis, my favorite): Legend + Lucky + Artisan + Serious. It fights fine and works fast — the best passive set for the Pals that do both jobs on every save.

Raid defender: Legend + Prime Specimen + Unbreakable + Burly Body. Nothing kills it. That is the point.

Overrated Passives and Traps

Three things the community overvalues. Elemental boosters: a flat +20% matters only if you commit to one element across the whole moveset — most builds do not. Speed passives like Nimble and Runner: great on mounts, wasted anywhere else since Speed barely affects combat or work in 1.0. Motivational Leader: a nice early-game find, but its +10% work speed aura does not stack the way people think across a big worker line — it buffs only the player-adjacent radius, not the whole base.

How to Breed Passives Deliberately

  1. Start with parents that already carry the target passives — the inheritance pool is drawn from both parents' combined list.
  2. Use Special Cake when hunting specific passive rolls from a rich parent pool (it pushes multi-passive inheritance).
  3. Keep a cryo-storage stack of "passive donor" Pals — cheap species carrying one premium passive each — and breed donors into your target species in two hops rather than hunting the full set on one Pal.
  4. Verify the roll on the egg preview, not after hatching. Roughly one in three donor crosses lands exactly two target passives in my logs.

For the full inheritance mechanics, read the breeding formula explained, and if you are just starting your breeding farm, pair this with the mutation guide.

Frequently Asked Questions

Can you breed Legend onto any Pal in Palworld 1.0?

Legend is inherited like any passive, but only mounts and raid bosses carry it naturally. Get a Legend carrier first (for example a Legendary capture), then breed it into your target line — it follows normal passive inheritance rules.

What is the worst passive in Palworld 1.0?

Slacker for workers (-30% Work Speed) and Pacifist for combat Pals (-20% Attack) are the worst in their classes. Brittle (-20% Defense) is the runner-up for anything that fights. Breed all of them out of your core lineup.

Do passives stack in Palworld 1.0?

Yes — multiple passives with the same effect stack additively. Artisan + Work Slave + Serious + Lucky on one worker gives roughly +165% Work Speed total. That is why four-passive purity is the endgame breeding goal.
